Bylaw Amendment #2
Article III – MEMBERSHIP – Definition
Amend to now include “Emprex” to Monarch titles.
The ISRC is comprised of persons living in Clackamas County, Columbia County, Multnomah County or Washington County, herein after referred to as the “Quad-County Area” or who have successfully completed their service as a reigning Rose Emperor/Emprex or Rose Empress/Emprex no matter where they currently reside, who wish to participate in its activities.
AND…Article III, Section 3, Subsection A, Part 2 Rights and Privileges of the General Membership, Items A & C
Amend to now include “Emprex” to Monarch title and “Mx.” to Gay Portlands
A. The right to elect Rose Emperor/Emprexand or Rose Empress/Emprex.
C. The right to elect Miss, Mr., Ms. and Mx.Gay Portland; and
AND…Article III, Section 3, Subsection D – Advisory Council
Amend to now include “Emprex” to Monarch titles.
The Advisory Council to the ISRC shall consist of all Rose Emperors/Emprexes(formerly known as the “Advisory Council of Emperors”) and all Rose Empresses/Emprexes(formerly known as the “Imperial Council of Empresses”) who have successfully completed their reign. The reigning Rose Emperor/Emprexand Rose Empress/Emprex shall be recognized as probationary members of the Advisory Council and shall co-chair any meetings of the Advisory Council.
AND…Article III, Section 3, Subsection D, Part 1 – Meetings
Amend to now include “Emprex” to Monarch titles.
The Advisory Council shall meet at least twice annually. One meeting shall be to approve candidates for Rose Emperor/Emprex and/or Rose Empress/Emprex, any lifetime titles and conduct any additional Advisory Council business. The second meeting shall be to elect Advisory Council Members to the Board of Directors and to conduct any additional Advisory Council Business. Special Meetings of the Advisory Council may be held at the call of the reigning Rose Emperor/Emprex and Rose Empress/Emprex, President of the the Board of Directors, or the call of any three (3) Advisory Council members. All meetings of the Advisory Council shall require a minimum of seven (7) days advance notice. The only exception to the 7-day notice shall be in the event of a tie in voting to elect Rose Emperor/Emprex or Rose Empress/Emprex. In the event of a tie, the minimum notice shall be 48 hours, and all reasonable means must be made by the Board of Directors to reach all Board of Directors and Advisory Council members by telephone, leaving a voice message when necessary, and following up with email or text message if appropriate, after leaving a voice message.
AND…Article III, Section 3, Subsection D, Part 3 – Powers, Rights and Privileges Retained by Advisory Council, Items A, B, C, F, G, I, J, and K
Amend to now include “Emprex” to Monarch titles, “Princex” to the Prince & Princess titles, “Mx” to Gay Oregon and Gay Portland titles, and “Paladin” to the Knight and Debutante titles.
A. The right to participate and vote in the interview process for candidates for Rose Emperor/
Emprex and Rose Empress/Emprex, Miss, Mr., Ms. And Mx. Gay Oregon, Miss, Mr., Ms. And Mx. Gay
Portland and the position of Board of Directors Member-at-large;
B. The power, shared with the Board of Directors, to approve all Declarations and Permanent Titles
of the reigning Rose Emperor/Emprex and Rose Empress/Emprex;
C. The power to discipline or recommend the removal of the reigning Rose Emperor/Emprex or
Rose Empress/Emprex;
F. Advisory Council members in attendance at any Coronation and/or Investitures/Prince/Princex
& Princess/Princex Ball have the right to be introduced on stage for the crowning;
G. The Advisory Council shall participate in the suspension or disciplinary action of the ISRC
Imperial Prince/Princex Royale, ISRC Imperial Princess/Princex Royale; Miss, Mr., Ms. and Mx.
Gay Oregon, Miss, Mr., Ms. and Mx. Gay Portland; ISRC Knight of Portland, ISRC Debutante of
Portland and ISRC Paladin of Portland; or any member of the Board of Directors.
I. The privilege of advising the reigning Rose Emperor/Emprex and Rose Empress/Emprex.
J. The power, along with the Board of Directors, to approve or disqualify nominees for ISRC
Imperial Prince/Princex Royale and ISRC Imperial Princess/Princex Royale.
K. The power to discipline or permanently remove the title of any non-reigning Rose Emperor/
Emprex or Rose Empress/Emprex;
2. Permanent removal of the title Rose Emperor/Emprex or Rose Empress/Emprex from a
non-reigning Monarch requires a “remove” vote of 50% or more of the living Monarchs for
which we have a valid mailing address at a duly-called Advisory Council meeting.

Bylaw Amendment #3
Article IV, Section A, Item 4, Qualifications for the Board of Directors
Amend to add “Princex” to the Prince & Princess titles, “Mx” to the Gay Oregon and Gay Portland titles, and “Paladin” to the Knight & Debutante titles.
4. Applicants cannot be a current ISRC titleholder, as listed: ISRC Imperial Prince/Princex Royale or ISRC Imperial Princess/Princex Royale; Miss, Mr, Ms. or Mx. Gay Oregon; Miss, Mr., Ms. or Mx. Gay Portland; ISRC Knight of Portland, ISRC Debutante of Portland, or ISRC Paladin of Portland; and
AND…Article IV, Section B – Members
Amend to add “Emprex” to Monarch titles.
The Board of Directors of the ISRC shall consist of nine or fewer members: Up to two (2) members from Category A – Reigning Rose Emperor/Emprex and Reigning Rose Empress/Emprex, up to three (3) from Category B – Advisory Council, and up to four (4) from Category C – Members-at-Large.
AND…Article IV, Section B, Subection 1 – Category A
Amend to title and definition by adding “Emprex” to Monarch titles.
1. The reigning Rose Emperor/Emprex and Rose Empress/Emprex shall be members of the Board of Directors representing Category A. In cases where either or both positions are vacant, their positions on the Board shall also remain vacant and the requirement for Board of Directors quorum adjusted accordingly.
AND Article IV, Section B, Subsection 1, Part 1, Items A, B, C and D – Eligibility and Qualifications
Amend to add “Emprex” to Monarch titles, “Mx” to Gay Oregon and Gay Portland titles, and “Paladin” to Knight and Debutante titles.
A. All applicants for Rose Emperor/Emprexor Rose Empress/Emprex must have been residents of the Quad-County area for at least three (3) years immediately preceding application for candidacy.
B. All applicants must have successfully completed one term on the Board of Directors or successfully completed a title term as ISRC Knight of Portland, ISRC Debutante of Portland, ISRC Paladin of Portland; Miss, Mr., Ms. or Mx.Gay Portland; Miss, Mr., Ms. or Mx. Gay Oregon; Imperial Prince/Princex Royale or Imperial Princess/Princex Royale.
C. Applicants for the position of Rose Emperor/Emprex or Rose Empress/Emprex must submit an application fee of $100.00 with their application, and said fee will become non-refundable if applicant withdraws, or refundable if applicant is denied; and
D. All Rose Emperor/Emprex and Rose Empress/Emprex candidate approvals will be at the discretion of the Advisory Council and the Board of Directors in a duly convened meeting.
AND…Article IV, Section B, Subsection 4, Items A and B – Disqualification
Amend to add “Emprex” to Monarch titles.
A. The Board of Directors and the Advisory Council may disqualify any applicant who does not meet the qualifications, or whom they feel is not capable of responsibly carrying out the duties of the Rose Emperor/Emprex or Rose Empress/Emprex.
B. No person who has ever been publicly recognized as an Emperor/Emprex or Empress/Emprex of any realm, including the ISRC, shall be eligible to run for election for the title of Rose Emperor/Emprex or Rose Empress/Emprex, unless seven (7) years (84 months) have passed since they last held the position of Emperor/Emprex or Empress/Emprex;
AND…Article IV, Section B, Subsection 7, Definition and Item B – Election
Amend to add “Emprex” to Monarch titles.
The Rose Emperor/Emprex and Rose Empress/Emprex shall be elected at a special election to be held in the month of October, which election is to be published by all reasonable means within no less than thirty (30) days prior to the election:
B. All persons wishing to cast a ballot in the Rose Emperor/Emprex and Rose Empress/Emprex election must be a resident of the Quad-County area and show valid State of Oregon issued identification, or be a member of the Advisory Council.;
AND…Article IV, Section B, Subsection 8 – Duties and Responsibilities
Amend opening sentence to add “Emprex” to Monarch titles.
The Rose Emperor/Emprex and Rose Empress/Emprex shall:
AND… Article IV, Section B, Subsection 9 – Assumption of Office
Amend definition to add “Empress” to Monarch titles.
The Rose Emperor/Emprex and Rose Empress/Emprex shall take office at their Coronation, and begin their service as members of the Board of Directors immediately.
AND…Article IV, Section B, Subsection 10 – Length of Term
Amend definition to add “Emprex” to Monarch titles.
The Rose Emperor/Emprex and Rose Empress/Emprex shall serve until the succeeding Coronation unless removed from office.
AND…Article IV, Section B, Subsection 11, Iteams A, B, C and D – Removal
Amend to add “Emprex” to Monarch titles.
A. The reigning Rose Emperor/Emprex or Rose Empress/Emprex who fails to fulfill their responsibilities as assigned by the Bylaws and/or Board of Directors, or whose conduct seriously damages the ISRC, shall be subject to a referral for recall by a 2/3 majority vote of the Board of Directors and the Advisory Council at a duly convened meeting with quorum present;
B. A petition signed by a number of General Members of the ISRC equal to 50 percent (fifty percent) of the number of ballots cast in the election in which the Rose Emperor/Emprex or Rose Empress/Emprex in question were elected, shall cause the Board of Directors to consider the question of removal of the Rose Emperor/Emprex or Rose Empress/Emprex. The Board of Directors shall consider the matter at its next scheduled meeting and, with the Advisory Council members present at the meeting, shall vote on the matter prior to submitting the issue to a vote of the General Membership;
C. The Rose Emperor/Emprex or Rose Empress/Emprex in question shall not be entitled to vote on the matter during the meeting, but retain the right to vote as a member of the General Membership if the issue is approved for recall;
D. If a recall petition or referral is approved, the Board of Directors must call for a special recall election in accordance with the rules governing the election of Rose Emperor/Emprexor Rose Empress/Emprex.
AND…Article IV, Section B, Subsection 12 – Vacancy
Amend to add “Emprex” to Monarch titles.
In the event of death, removal, resignation or lack of an approved candidate for Rose Emperor/Emprex or Rose Empress/Emprex, the Board of Directors and the Advisory Council may appoint a Regent to fill the unexpired term of office. The Regent shall be from the Advisory Council, and shall retain their original number. Regents may not serve as a member of the Board of Directors unless they have been elected by the General Membership at an election appropriately called.
AND…Article IV, Section B, 3. Category C, Subsection 7, items G an H – Election
Amend to add “Emprex” to Monarch titles, add “Princex” to Prince & Princess titles, add “Mx” to Gay Oregon and Gay Portland, and add Paladin of Portland to Knight & Debutante titles. Amend to change White Knight to Knight of Portland & Debutante to Debutante of Portland.
G. Applicants for a position on the Board of Directors may not hold any of the following titles of the Imperial Sovereign Rose Court at the time of application: Rose Emperor/Emprex, Rose Empress/Emprex, Imperial Prince/PrincexRoyale, Imperial Princess/Princex Royale, Miss Gay Oregon, Mr. Gay Oregon, Ms. Gay Oregon, Mx. Gay Oregon; Miss Gay Portland, Mr. Gay Portland, Ms. Gay Portland, Mx. Gay Portland, Knight of Portland, Debutante of Portland, or Paladin of Portland.
H. If elected to the Board of Directors, for the duration of their term, members of the Board of Directors become ineligible to submit an application for or be approved to any of the following titles: Rose Emperor/Emprex, Rose Empress/Emprex, Imperial Prince/PrincexRoyale, Imperial Princess/Princex Royale, Miss Gay Oregon, Mr. Gay Oregon, Ms. Gay Oregon, Mx. Gay Oregon, Miss Gay Portland, Mr. Gay Portland, Ms. Gay Portland, Mx. Gay Portland, Knight of Portland, Debutante of Portland or Paladin of Portland.
AND…Article IV, Section D, Definition – Meetings
Amend to add “Princex” to Prince and Princess titles
The current titleholders and reigning Prince/Princex Royale and Princess/PrincexRoyale shall always have the right to attend meetings of the Board of Directors unless the meeting is deemed to be of a sensitive nature.
AND…Article IV, Section G, Subsection 2, Items E, F. G, H, I, L, M and Q – Powers
Amend to update subsection letters in sequential alphabetical order A thru Q. Amend to add “Emprex” to Monarch titles, add “Princex” to Prince & Princess titles, Mx. Gay Oregon, Mx. Gay Portland, Debutante of Portland, Paladin of Portland. Amend to update White Knight to Knight of Portland.
E. With the Advisory Council, the power to approve or disqualify applicants for the titles of Rose
Emperor/Emprex and Rose Empress/Emprex and the applicants for the position of Board
Member-at-Large;

H. With input from the Advisory Council, the power to discipline and/or remove the title of ISRC Imperial Prince/Princex Royale; ISRC Imperial Princess/Princex Royale; Miss, Mr., Ms. and Mx.
Gay Oregon; Miss, Mr., Ms. and Mx. Gay Portland; ISRC Knight of Portland, ISRC Debutante of
Portland, and ISRC Paladin of Portland;
I. The power to determine the method of selection of the ISRC Knight of Portland, ISRC
Debutante of Portland, and ISRC Paladin of Portland;
L. The power, with the Advisory Council Members present at the interviews, to approve or
disqualify applicants for Miss, Mr., Ms. and Mx. Gay Oregon; Miss, Mr., Ms. and Mx. Gay Portland;
ISRC Knight of Portland, ISRC Debutante of Portland, and ISRC Paladin of Portland;
M. The power, with the Advisory Council, to approve or disapprove the Declaration of the Rose
Emperor/Emprex and Rose Empress/Emprex and the Permanent Title of the Rose Emperor/
Emprex and Rose Empress/Emprex;
Q. The power to determine the beginning, ending, and length of the campaign period for the
elections of the Rose Emperor/Emprex and Rose Empress/Emprex, Miss, Mr., Ms. and Mx.Gay
Portland and the position of Board Member-at-Large, and to control the nature of these
campaigns; and,
AND…Article IV, Section G, Subsection 3, Items D and E – Responsibilities
Amend to add “Emprex” to Monarch titles, add “Mx” to Gay Oregon and Gay Portland titles, add Knight of Portland, Debutante of Portland, and Paladin of Portland.
D. Create, supply, and review all applications for Rose Emperor/Emprex and Rose Empress/Emprex; Miss, Mr., Ms. and Mx.Gay Oregon; Miss, Mr., Ms. and Mx. Gay Portland; ISRC Knight of Portland, ISRC Debutante of Portland and ISRC Paladin of Portland; and the position of Board Member-at-Large; and,
E. Oversee the annual campaigns of the candidates for Rose Emperor/Emprex and Rose Empress/Emprex, Miss, Mr., Ms. and Mx. Gay Portland and the position of Board Member-at-Large, and to ensure equal exposure for all candidates as well as the voting for said positions.

Article V, Definition – Titled Positions
Amend to add “Emprex” to Monarch titles, add “Princex” to Prince & Princess titles, add “Mx” to Gay Oregon and Gay Portland titles, add ISRC Knight of Portland, ISRC Debutante of Portland, and ISRC Paladin of Portland.
The ISRC shall control the following titles; Rose Emperor/Emprex; Rose Empress/Emprex; ISRC Imperial Prince/Princex Royale; ISRC Imperial Princess/Princex Royale; Miss, Mr., Ms. and Mx. Gay Oregon; Miss, Mr., Ms. and Mx.Gay Portland; and ISRC Knight of Portland, ISRC Debutante of Portland, and ISRC Paladin of Portland. There shall be no sharing of titles and each title shall be held by one (1) individual at a time. The method of selection of persons to hold these titles shall be controlled by these
Bylaws.
